The project consortium of EUCANET project with the support of the experts that participated in the workshop held in Haiti during May 2011, and under the coordination of the University of Alicante, had developed the mentioned paper.

This paper establish a brief background to some of the most pressing problems for Higher Education in Haiti, as well as a series of short recommendations in ways that funding may be better applied.
